Paypal fee of $2.30. is that their fee just to receive our money?

First sale. In the PayPal transaction record, it is showing a $2.30 PayPal fee. Is that PayPal's fee for simply processing our money into our PayPal account? And, if so, isn't a 4% transaction fee a wee bit high? Is there any way to reduce that...
