Vintage Metal Business Executive Tie Down Shoes Display Advertisement Figure

In good overall condition for age. Shows signs of age and usage. Measures about 4.5" long and 2.5" tall. Heavy for the size at 6 ounces. Metal does not react to a magnet. Unsure what it is specifically, but due to the holes on top and bottom, I think it was part of a display ad. Please see photos.
