I'm not sure what is the m.m.b.a. METER MAKER'S BENEFICIAL ASSOCIATION, but my research showed an obituary as follows:

Dec. 25, William T. Gans, husband of Mary A. Gans (nee Quinlan) and son of Mary and late George Gans. Relatives and friends, also Meter Makers' Beneficial Ass'n and Brotherhood of Railroad Trainmen of P. R. R., invited to funeral, Mon., 8:30 a.m., 1418 S. 48th st. Solemn requiem mass at St. Francis de Sales's Church 10 a.m. Int. Holy Cross Cem.

So I'm not sure if this is in any way related to the Pennsylvania Railroad?  Maybe it is just a fraternal organization
