Unfortunately unless the offer was from an area that you do not have shipping set up for (international)..you cannot counter offer…the offers are supposed to include shipping…if the buyer read the process correctly…
You can contact them and ask if they meant the offer to include shipping..and decide what to do from there…
here is help with offers

All offers sent to sellers automatically include shipping charges, taxes, discounts, etc.. Either accept as-is or reject the offer. You can add a comment/note to the rejection indicating that the offer should be higher to reflect any shipping cost.

Actually on my orders from International buyers they do not include shipping charges as I do not have them set other than Canada, when this happens I get an offer message and then I adjust the invoice and resend to the customer, they can at that time accept or decline.

you can accept the offer but tick the box at the bottom that says that you want to change the invoice to add shipping. then the buyer has to accept YOUR new invoice or decline it. I’ve done it this way before many times.

Remember these tips:
- Use links to other sources to support your opinions
- Use examples where possible
- Put yourself in the inquirers shoes: what extra info would be helpful?
Should I post a comment or an answer?
You can only post one answer, so make it count. Maybe your reply is more fitting as a comment instead?
Post an answer for:
- Replies that directly and specifically answer the original question
Post a comment for:
- "Thanks," "Me too," "I agree," or "Works for me" types of replies
- When you would like the original poster to provide more details
- When you have more to add to someone else's question or answer
