Mottoes are common in civic British Heraldry. The only City I have found that uses the Motto “Integrity and Honesty” is the City of Salford, which is a metropolitan borough of Greater Manchester, England.  This Coat of Arms is gold tone metal and features a Wolf like creature on one side and a Lion on the other. It has an unusual design with laurel leaves around the shield. The banner across the bottom of the center reads: “Integrity and Industry”. The brooch measures approximately 1 7/8 inches in diameter.
 
Hattie Carnegie incorporated this same design in a jeweled brooch pendant with cabochon stones surrounding the Coat of Arms, so this may have actually been one of her designs without the cabochon setting.  If you Google her name along with Coat of Arms you will be able to see the piece I am referring to. This brooch is unsigned.
 
It is in great vintage condition as you can see by the enlarged photographs. It is bright and shiny with almost no visible wear that I can see. It has a functioning pinback and rollover clasp. Please look at the photos as they are part of the description and show the details better than I can describe.
 
This would look stunning on a jacket lapel for a man or a woman. It will make a great scarf or hat pin as well. It is sure to be a conversation starter on anything you choose to wear it on.
